Steps to reproduce the problem:
1. I have setup Smart Lock with my phone.
2. Close the lid, locks the account
3. Login never sees my phone and looks like it is off in the UI (see attachment)

What is the expected behavior?
N0

What went wrong?
Smart Lock does not see phone (because bluetooth is off - GUI is grayed out but text says On).

I did turn this on when I first got the Chromebook (https://www.howtogeek.com/fyi/how-to-instantly-improve-your-chromebooks-bluetooth-performance/).  I recent changed to Beta channel hoping a fix had been identified.  My previous HP Chromebook would Smart Unlock with my phone before I upgraded to the Spin 13.
