Restrict triggering rules for AppsNavigationThrottle.

Reinforce AppsNavigationThrottle triggering rules with some functions available thru NavigationHandle.

We discussed about potentially adding:
- IsSameDocument
- IsInMainFrame
- IsErrorPage
to the set of rules for discarding (return PROCEED) a navigation throttle.
