Give ArcNavigationThrottle a meaningful name

By adding AppsNavigationThrottle, the functionality of ArcNavigationThrottle changed a lot, it is no longer a throttle itself and should be renamed.

+1 - I intended to do this but never got around to it >.<

WDYT about "ArcIntentPickerAppFetcher"? It's a little long but I think it's accurate.

For the current usage yes, it fits properly, are we still pursuing something like this? crbug.com/915949 (sorry I just put some of our TODOS as bugs)
