Update enrollment error screen to the same look as other enrollment screens

The attached screenshot shows the current error screen. Note how it lacks the new look with a banner etc. In addition, it shows a very hard to discover X as a way to close the error and fallback to manual enrollment.

A better screen has been mocked by elizabethchiu@ with the proper look and a button to replace that X.

Note that some errors will have the X (button, in the future) and some not, so the button should be hideable from Chromium.
