Keeps re-downloading files after a reboot

Issue description

Chrome Version: latest 70 (from 12/17/2018)
<b>Chrome OS Version: <From about:version: Platform x.x.x.x></b>
Chrome OS Platform: Pixelbook (Eve)
<b>Network info: <network, encryption type, router model (if known)></b>

New Pixelbook, on stable channel (version 70).  

1. Download a file (for ex LibreOffice or VNCviewer), and install into crostini
2. Reboot machine
3. Same file tries to download again
4. repeat 2, step 3 happens again!


Expected Result: the file only downloads once

Actual Result: the file keeps downloading every time I reboot

How frequently does this problem reproduce? Always

What is the impact to the user, and is there a workaround? If so, what is
it?
The work around is to keep deleting the downloaded file as it re-shows up

Please provide any additional information below. Attach a screen shot or
log if possible.
