Unnecessary android folder is being created in USB drive

Issue description

Google Chrome	72.0.3626.22 (Official Build) dev (64-bit)
Revision	5571aeb0ab8ddabec4cf54c1674cecaf5a8f5b9b-refs/branch-heads/3626@{#385}
Platform	11316.29.0 (Official Build) dev-channel eve

What steps will reproduce the problem?
1. Opt-in to ARC++
2. Insert a USB drive
3. Open Files app and click on the USB drive folder to view its contents

What happens?
'Android' folder is seen. On deleting the folder and re-inserting the USB drive, Android folder is created again.

If you mean the folder called "Android", it is expected and also happens in Android phones (the Android OS automatically tries to create an extra shared directories for apps). This is the impact of making the USB Drive visible to Android (https://bugs.chromium.org/p/chromium/issues/approval?id=892575). Modifying this behavior will diverge us from Android, and I'm not sure if that's what we want.
