We've had a few similar requests asking that Chrome's policies be applied to browsers immediately when enrolled (eg b/120998121). As of today, the browser needs to be restarted for some policies to be applied. Unsure how technically feasible this is (or if we can find a workaround with a good user experience, like an automatic restart), but filing this bug for consideration.
