Server outages disrupting the lab.

A server outage is disrupting lab support for a number of boards.

<xixuan> plus staging lab is down
<xixuan> I will send out a PSA about it

None of the affected boards run hardware testing in the CQ.

staging lab is back, hot servers are back. The outage is over.
