Master PFQs are failing due to TestLab failures

See latest master PFQ https://cros-goldeneye.corp.google.com/chromeos/healthmonitoring/buildDetails?buildbucketId=8926913033141092272

peach_pit-chrome-pfq, tricky-chrome-pfq and peppy-chrome-pfq both failed at TestPlan step with TestLabFailure and also at HWTest [sanity] step with provisioning failure.

Assign to current deputy for investigation.

I think it's some devserver/lab flakiness.

peppy-chrome-pfq is affected by the hot server outage.

peach_pit-chrome-pfq fails due to connection to 100.115.219.133 (chromeos4-devserver5) is timed out.

tricky-chrome-pfq fails due to 1) connection to 100.115.219.136 (chromeos4-devserver8) is timed out. 2) some rpc failures in scheduling suite. 

Let's keep monitoring peach_pit & tricky to see whether it happens again.

Status: Fixed (was: Untriaged)
All PFQ builders cycle back to green this morning. I guess the lab is back to normal. 
I'll close this issue then.
