Highlight on selected text in <text> in <svg> works only for the first selected character.

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/70.0.3538.77 Chrome/70.0.3538.77 Safari/537.36

Steps to reproduce the problem:
1. Open an empty html document with just the svg in body. 
2. Try to select text.
3. Only double click selects the whole word.

What is the expected behavior?
Text should be selected as far as the cursor drag got.

What went wrong?
Only the first dragged over letter got highlighted.

Did this work before? Yes 

Does this work in other browsers? N/A

Chrome version: 70.0.3538.77  Channel: stable
OS Version: 16.04
Flash Version: 

Sorry, I can't remember which version worked, but this stopped to work fairly recently, last or previous update.

Bisected to 585335 (good) - 585346 (bad) so this is likely a duplicate of  bug 897752  fixed in Chrome 72 (stable in February 2019).
