What steps will reproduce the problem?
1. Scroll down until the video controls overlap the fixed header

What is the expected result?
Fixed header paints on top of video

What happens instead of that?
Video controls paint on top of fixed header

(Only the controls are on top of the header, not the rest of the video.  So even if the markup was telling the <video> element to stack on top of the header, which I don't think it is, this rendering would still not be correct.)
