"Clear site data" on "ERR_CONNECTION_REFUSED" page

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3554.4 Safari/537.36 Steps to reproduce the problem: 1. Go to an invalid URL that reports "ERR_CONNECTION_REFUSED" (e.g.: "http://localhost:5000") 2. Open "Application" panel on developer tools 3. Click on "Clear site data" button What is the expected behavior? I should clear only the sessions/localstorage/cookies for the typed domain if it exists, or do nothing if it doesn't exists any. What went wrong? Chrome cleared multiple domain sessions/localstorage/cookies. e.g.: mail.google.com play.google.com github.com www.messenger.com facebook.com trello.com Did this work before? No Chrome version: 71.0.3554.4 Channel: dev OS Version: x86_64 GNU/Linux 4.15.0-29deepin-generic Flash Version:

I can reproduce this. When the devtools is displaying an error page - in this case, chrome://network-error/-109 - the origin on the Clear storage page shows up as simply "://".
