Can bypass one window per mouse click to create pop-under window

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36 Steps to reproduce the problem: 1. Open window onmousedown 2. Refresh page 3. Open tab onmouseup (gets focus back) 4. Close tab What is the expected behavior? Multiple windows should not open from one mouse click and pop-under should not appear. What went wrong? Multiple windows are able to be opened from a single mouse click allowing for pop-under windows. Did this work before? N/A Chrome version: 71.0.3578.98 Channel: stable OS Version: 10.0 Flash Version:

Thanks for filing the issue! Unable to reproduce the issue on reported chrome version 71.0.3578.98 using Windows 10 with the below mentioned steps. 1. Launched Chrome 2. Opened "window1.html" in a new tab 3. Clicked on "Click me!" 4. New window Poped up. 5. Closed it -> Refreshed the page 6. Again clicked on "Click me!" Still we didn't see multiple windows opening. @Reporter: Could you please check the same in a new profile without any apps & extensions and let us know if the issue still persists.

Hi, I've reproduced it on a windows 10 laptop aswell. I found that the new window has to load before the mouseup for it to work. So using window1.html you would: Mousedown on 'click me!' wait for the new window to load then mouseup while not moving the mouse

Unable to reproduce the issue on the reported chrome version #71.0.3578.98 using Windows 10(Surface Pro) by following below steps. Steps: ===== 1.Launched chrome. 2.Opened "window1.html". 3.Clicked on(Mousedown) on "click me!" button until a new window appeared. 4.Then released the mouse button (Mouseup). 5.Unable to see multiple windows.
