Chrome design bug while inspecting websites

Issue description

Chrome Version       : 70.0.3538.110 (Official Build) (64-bit) (cohort: Stable)
URLs (if applicable) : 
Other browsers tested: OK
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: PASS/FAIL (Version)
    Firefox: PASS/FAIL (Version)
       Edge: PASS/FAIL (Version)

What steps will reproduce the problem?
(1) I am an UI/UX designer so this problem usually occurs when you inspect a lot of times.
(2) Try to inspect 4-5 websites in different tabs and this will occur 
(3)

What is the expected result?
The structure / View of website overlapped the code which is show on right while inspecting.

What happens instead?

Unable to reproduce the issue on reported chrome version 70.0.3538.110 using Windows 10. Attaching screen-cast for reference.
Steps: 
------
1. Launched reported chrome 
2. Opened multiple tabs 
3. Opened Devtools and changed to mobile emulation 
4. Dragged the Devtools right to left as per screencast 
As we have not seen code overlapping 

@Reporter: Request you to retry this issue with fresh profile without any extensions & apps or reset all the flags and let us know if issue still persists and verify this issue on latest chrome stable 71.0.3578.98, you can download latest chrome builds here:" https://www.chromium.org/getting-involved/dev-channel ". Let us know whether issue still persists.

Thanks for the report, unfortunately I'm unable to reproduce this.  Could you please,
- See if this bug happens on Chrome Canary
- When it does happen, open DevTools on DevTools ([1] instructions), and go to the 'Console' tab in the 2nd DevTools.  If there are any Console errors, please share them.
