Regression: Unnecessary 'Saved password' bubble appears after clicking on email-id on www.gmail.com

Issue description

Chrome Version: 73.0.3643.0 (Official Build) Revision	310dbdcb8884c1a70ee5cc78c7527778870ea067-refs/branch-heads/3643@{#1} (32/64-bit)
OS: Windows (7, 8, 8.1, 10), Mac(10.13.1, 10.13.6, 10.14.2) & Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome and navigate to www.gmail.com
2. Enter valid email-id in 'Email or phone' textbox and click on 'Next' button.
3. Now type the password in 'Enter your password' textbox.
4. Click on down arrow icon of above typed email id and observe.

Actual: Unnecessary 'Saved password' bubble appears after clicking on down arrow icon.
Expected: 'Saved password' bubble should not appear after clicking on down arrow icon.

This is a regression issue, broken in M-66 series, below is manual regression range:

Good build: 66.0.3336.0 (Revision: 533410)
Bad build: 66.0.3338.0 (Revision: 534242)

Providing the bisect using hasbisect-per-revision script:

You are probably looking for a change made after 534036 (known good), but no later than 534037 (first known bad).

This is a valid bug but something that we cannot fix at the moment without breaking many other sites.
