When open CWS link in new windows and restore down it, CWS is visibel in background

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Open CWS home
2. Click on  the one of extensions and open it in a new window
3. Restore down window
4. Scale it until CWS home is visible in a background near the scroller bar position

What is the expected behavior?
When I scale a window I expect to see only scroller bars.

What went wrong?
I see CWS homepage somehow in a background.

Tried to reproduce the issue on reported chrome version 71.0.3578.98 using Windows 10. Attaching screen-cast for reference.
Steps: 
------
1. Launched reported chrome 
2. Opened cws home and opened new window 
3. Opened one of the extension in the new tab 
4. Scaled it until CWS home is visible in a background near the scroll bar position
As we are able to see the scroll bar and able to scroll the page 

@Reporter: Could you please check the attached screencast and let us know if we missed anything from our end and retry this issue with fresh profile without any extensions & apps or reset all the flags and let us know if issue still persists.

Sorry for a lack of details in repro steps.

I've just managed to reproduce this on a fresh install on CH 71.0.3578.98 (64-bit) and (32-bit) on W7 x64 system as well. Here are more detailed repro steps:

1. Open CWS on CH 71.0.3578.98
2. Open one of the extensions in a new window (i.e. https://chrome.google.com/webstore/detail/google-keep-chrome-extens/lpcaedmchfhocbbapmcbpinfpgnhiddi?hl=en)
3. Keep CWS opened in separated window (THIS THE KEY OF REPRODUCTION)
4. Shrink window with extension until it reaches arrows for switching screenshots.

I attached video with all steps.

As per comment #3, Able to reproduce the issue on reported chrome version 71.0.3578.98 also on latest chrome 73.0.3644.0 using Mac 10.14.0, Ubuntu 17.10 and Windows 10.  
 
Same behavior is seen on M60(60.0.3112.113) hence considering it as non-regression and marking it as Untriaged. Removing Needs-Bisect label. Adding UI>Browser component.
