Regression: Dual focus is seen after navigating on 'chrome://settings/content/siteDetails'.

Chrome Version: 73.0.3642.0 (Official Build) e581247c6782059ec062f68e412a3628ccdf8821-refs/branch-heads/3642@{#1}
OS: Windows(7,8,8.1,1) OS.
Steps to reproduce:
1. Launch chrome and navigate to 'https://www.google.com/'.
2. Click on 'View site information' on omnibox and click on 'Site settings'.
3. Observe.

Actual Result  : After clicking on site setting option,focus is seen on 'view site information' icon and search filed also.
Expected Result: Focus should be seen only on 'chrome://settings/content/siteDetails' after navigating.

This is a regression issue, broken in 'M-73', and soon provide other bisect info:
Good Build: 73.0.3639.0

Unable to provide bisect using hasbisect-per-revision as getting Traceback error ,hence providing narrow bisect
