Tab borders got ugly with Adwaita GTK+ theme

Reported by virus.fl...@gmail.com, Dec 16

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/71.0.3578.80 Chrome/71.0.3578.80 Safari/537.36

Steps to reproduce the problem:
Screenshot shows Chromium 71 (on the right) and google-chrome-unstable 73 on the left.

What is the expected behavior?

What went wrong?
Arrows show the borders of the tabs. The border is a bit ugly in Chrome 73 compared to 71.

GTK+3 theme is Adwaita:dark.

To run with this theme:
$ env GTK_THEME=Adwaita:dark google-chrome

Note that my OS is Ubuntu 18.04, Ubuntu 14.04 may be too old.

Did this work before? N/A

Working on bisect info, will update the other OS behaviour and bisect info soon. Hence marking this issue as Untriaged and adding Needs-Bisect label to it.

I think they're ugly too, but this is intended behavior now.
