tabs / menu toolbar keeps moving to bottom of frame

Issue description

Steps to reproduce the problem:
1. After using chrome for a while, 
   the tabs and menu buttons move 
   to the bottom of the screen.
2. It then requires a transition of 
   chrome:flags "Duet" from Disabled
   to Enabled, ie if Enabled / Default, 
   you need to set it to Disabled, Restart, 
   then set it to Enabled, then restart, 
   before buttons move back to top.

What is the expected behavior?
The Tabs & Menu buttons should stay
at a well defined position.
Preferably, there should be new 
"Place Menu & Tabs At Top" or 
"Place Menu & Tabs At Bottom"
Settings options .

What went wrong?
Periodically, as I create more Tabs ,
the tabs & menu buttons move to the 
bottom & I have to toggle chrome:flags::Duet
from Disabled to Enabled (involving 2 restarts)
to get the Tabs & Menu buttons at the expected 
positions

Did this work before? Yes

very annoying! Took a long time to find
the "Duet" flag toggling workaround.

jason.vas.dias@gmail.com it sounds like you're getting automatically put into the Duet experiment, which puts the navigation bar at the bottom of the screen.  Also, you *don't like* having the bar at the bottom.  Is this all correct?  You should be able to just flip the "Duet" flag to "Disabled" and restart Chrome twice to stop the bottom bar from ever appearing (leave the setting Disabled otherwise it will eventually come back when you restart.  The Duet setting does not take effect until after a *second* chrome-restart because it's so fundamental to the UI). 

Jason, please let us know 2 things: 1) if the above action does indeed solve your problem.  2) Why you dislike the bottom bar so much.  Thanks!

Assigning to mdjones@ for now in case there's a missing forced-off field-trial setting needed preventing the Disabled about:flags setting from overriding the trial.

If the experiment launches, the instructions in #3 are a temporary fix. For now this is WAI.
