Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3626.17 Safari/537.36 Steps to reproduce the problem: 1. Select shortcut 2. 3. What is the expected behavior? Opening the URL of the shortcut What went wrong? Chrome opened a blank white small square which is closed only by selecting 'close window' from taskbar. Unable to reproduce the issue on reported chrome version #72.0.3626.17 using Windows 10 by following below steps. Steps: ===== 1.Launched chrome. 2.Navigated to "youtube.com". 3.Created a shortcut for the site. 4.Closed the chrome. 5.Clicked on the shortcut created on the desktop. 6.Observed that the site opened successfully. Attached screencast for reference. @reporter: Could you please retry the issue by creating a new profile without any apps and extensions in it, reset all flags to default and let us know if the issue still persists. Windows 10 Pro 1803 (17134.407). 1. Creating shortcut to Youtube.com using More tools - create shortcut. 2. Selecting the shortcut opens Youtube site in a rectangular window (YT1.jpg) 3. Creating shortcut to Amazon using Windows right-click Desktop - create shortcut (YT2.jpg). 4. Selecting the shortcut opens rectangular white/blank window. 5. Double clicking on Chrome icon in taskbar load Amazon site (YT3.jpg). Couldn't find your version of screencast. Don't know if I can create a new profile. I don't want to mess my current profile/work.

Tried testing the issue on reported chrome version #72.0.3626.17 on Windows 10, by following below steps. Steps: ===== 1.Launched chrome. 2.Right clicked on chrome icon(Desktop icon) and selected "create shortcut". 3.After shortcut got created, renamed it to youtube. 4.Opened shortcut and observed that chrome opened normally. 5.Navigated "www.youtube.com", observed it navigated successfully. Attached screencast for reference. @reporter: Could you please review attached screencast and let us know if anything being missed here. If possible requesting you to provide screencast of the issue. I already did that with Chrome beta 72.0.3626.17 and 72.0.3626.28. The shortcut opens a small white blank 'page'. Double clicking on Chrome icon on the task bar opens populated youtube site and previous tabs but still in small pages !!!

Re C#4: Creating a new profile/person wouldn't affect your current profile/work. Please go to chrome://settings -> Click on profile button (extreme right to omnibar) -> Manage people -> Add person -> Add. Note: Even after creating a new profile, your current profile will still be existing. After clicking "Add" new window will be popped, requesting you to check the same by creating an other shortcut using this profile. Please let us know if the issue still exists. Thanks!

New desktop shortcuts created with the new profile open populated but in a small rectangle window. Old shortcuts created with the current profile open blank with the new profile.

Unable to reproduce the issue on chrome version# 72.0.3626.28 using Windows-10. As per comment# 3 & 6 unable to reproduce the issue from TE end, hence requesting someone from the UI>Browser team help in providing further inputs on this issue. Thanks!
