can you clear all the memory of this Chromebook

Steps to reproduce the problem:
1.it starting to slow down

What is the expected behavior?
that it would not lag a bit 

What went wrong?
it is starting to get slower and slower

Perhaps you have a poorly behaving extension. Have you tried disabling all that you have installed and seeing if the performance gets better?

Can you also provide us with a performance trace? See https://www.chromium.org/developers/how-tos/trace-event-profiling-tool how to capture one.
