Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/73.0.3641.0 Safari/537.36 Steps to reproduce the problem: Unfortunately there's some repro step I haven't figured out. This happens a lot, but not all the time. 1. Use a non-Chrome app or a different instance of Chrome. 2. Switch to a Chrome window with alt-tab. What is the expected behavior? Chrome keyboard shortcuts work. What went wrong? Chrome keyboard shortcuts (ctrl-N, space, etc.) are ignored. App shortcuts, like j/k in Gmail, are also ignored. Windows keyboard shortcuts (alt-space) do work, so I know that the Chrome window has the focus. Clicking in the window fixes it, and switching to other windows and back usually fixes it eventually. Did this work before? Yes Not sure. I've been seeing this for several weeks, maybe a month. It never happens on stable (71.0.3578.98). Chrome version: 73.0.3641.0 Channel: canary OS Version: 10.0 Flash Version: I doubt that you'll be able to repro this, but it's pretty annoying and I'd really like to see it fixed. I'll keep trying to get a repro case. Let me know if there's anything else I can check.

I'm seeing this issue as well with Chrome keyboard shortcuts on the beta channel (72.0.3626.17 (Official Build) beta (64-bit)). The previous released build on the beta channel was fine. If I reset focus (e.g., mouse click in web content area or on tabs), then Chrome keyboard shortcuts (e.g., Ctrl + T) start working again.

FWIW, this affects all keyboard input to Chrome, not just hotkeys, e.g., if I'm composing mail in Gmail, text I type in the compose window doesn't register.

Unable to reproduce the issue on chrome reported version# 73.0.3641.0 using Windows-10 with steps mentioned below: 1) Launched chrome reported version and changed focus to Non-Chrome app 2) Used Alt+Tab to switch back to chrome, used shortcut keys(Ctrl+ T, W, N, Alt+Space, etc..), able to see operations performed successfully @Reporter: Please find above mentioned information and attached screencast for your reference and let us know if we missed anything in reproducing the issue. Provide your feedback on it which help in further triaging it in better way. Thanks!

New improved repro steps: 1. Go to a web page (not the new tab page), e.g., http://www.google.com. 2. Minimize the Chrome window by clicking the icon in upper right. 3. Go back to the window with alt-tab. Expected and actual behavior is as above. Thanks, Dan

I played around with this some more. I suspect the repro steps still won't work for you. What I see, though I don't understand it, is: Behavior is reproducible with my normal profile. Behavior is reproducible in incognito mode. Behavior is reproducible in guest mode. Behavior is NOT reproducible if I rename my profile directory so Chrome has to create a new one. Let me know if this suggests anything else to look at. If not I'll just delete my profile, which should fix the problem for me.

Unable to reproduce the issue on chrome reported version# 73.0.3641.0 using Windows-10 with steps mentioned below in comment# 5 1) Launched chrome version, navigated to URL: www.google.com 2) Minimized the browser by clicking icon on top right corner 3) Now pressed "Alt+Tab", able to see focus on chrome window Observations: Checked the shortcut keys(Ctrl+N, Ctrl+t, Ctrl+w, Alt+Space), observed all the shortcut keys working as excepted. @Reporter: Please find the attached screencast for your reference. Try to test this issue by creating new person with no apps and extensions in it (or) on latest chrome# 73.0.3645.0 and let us know if the issue still persists.
