Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.14; rv:66.0) Gecko/20100101 Firefox/66.0 Example URL: https://w3c-test.org/html/semantics/forms/the-button-element/button-click-submits.html Steps to reproduce the problem: This is tested by the last subtest in https://github.com/web-platform-tests/wpt/blob/master/html/semantics/forms/the-button-element/button-click-submits.html which currently fails in Chrome. What is the expected behavior? What went wrong? Dispatching an event that doesn't bubble should not cause the activation behavior of parent elements to run.
