Non-bubbling events should not cause the activation behavior of parents to run

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.14; rv:66.0) Gecko/20100101 Firefox/66.0

Steps to reproduce the problem:
This is tested by the last subtest in https://github.com/web-platform-tests/wpt/blob/master/html/semantics/forms/the-button-element/button-click-submits.html which currently fails in Chrome.

Dispatching an event that doesn't bubble should not cause the activation behavior of parent elements to run.
