[Dark mode] Update treatment of sync paused chip in Dark mode

Issue description

Currently the "sync paused" chip under user accounts uses Light mode colors
Use bgcolor GG500,50% and text color:#FFFFFF and icon color for sync:#FFFFFF

Three questions:
- Are you sure it's GG500/50%? I tried it and it looked way different than your screenshot. Digital Color Meter shows 93/115/152 sRGB on the screenshot which seems a lot bluer than GG would get.
- Right now, that surface is coded to use the same color for the background and text. Do we want to explicitly break this for Dark Mode?
- What about error (vs. paused). Example attached.

1. Sorry,You are right, its a typo. It should be Google Blue 300 (#8AB4F8).
2. Using the same color for background and text can work. How about we use GB300,10% for background and GB300 for the text and circle around the image.
3. Similarly for error Google Red 300 (#F28B82),10% for background and GR300 for text and circle around icon.
