Thanks for filing the issue!

Unable to reproduce the issue on reported chrome version 71.0.3578.98 using Mac 10.14.1 with the below mentioned steps.
1. Launched Chrome on Mac 10.14.1
2. Pasted a https link and clicked enter
3. We were able to see the page getting navigated to the site, without any errors.

@Reporter: Could you please check the same in a new profile and let us know if the issue still persists. Any further inputs from your end may be helpful.
I see ERR_NETWORK_CHANGED and ERR_CERT_DATABASE_CHANGED in the log. Oddly I don't see any network changes in the log.

Was there any indication of a network change occuring? Any idea why the cert database might have been updated? Were there any O/S updates occuring in the background?

Presumably this is in response to Keychain change events:

https://chromium.googlesource.com/chromium/src/+/5a1892b/net/cert/cert_database_mac.cc#110

Did this resolve itself after some period of time? (Perhaps there were active changes happening to the trust settings).

Yeah, this reaolved after sometime

Probably a WontFix then.
However would be nice to handle this case more smoothly.
