Extra shortcut appearing on home page

Issue descriptionSteps to reproduce the problem: 1. Place a Chrome in the favorite app zone, on the bottom of android homescreen 2. Restart telephone 3. A grey, not responding shortcut appear at the top of the android homescreen What is the expected behavior? No extra shortcuts should appear on the homescreen What went wrong? If I place a chrome shortcut in the favorite app zone at the bottom of the homescreen, when I restart the phone another chrome shortcut appears at the top of the homescreen, but this new shortcut is grey and doesn't work. I can only delete it (and it will reappear next time I turn the phone on). Did this work before? N/A Chrome version: 71.0.3578.98 Channel: stable OS Version: 8.0.0 Flash Version:

@ jfpetrucci: Unable to reproduce this issue on Pixel 2 and Samsung J7. Could you please provide screenshot of homescreen with grey shortcut and device details on which this issue is seen. This would help in further triaging. Thanks!

It took me a while to reproduce it myself too, but this way worked: - Go to some webpage and click Add to Home screen (I used Facebook) - Place the newly created shortcut below in the favorite bar. - Wait a few minutes, turn the telephone off, wait a few minutes and turn it on (I don't know if the wait part is required, I just saw that restarting straight after the shortcut creation was fine, but then, if later if I turn off the phone for a while I get the problem) The first screenshot is right after turning the phone on, the icon is the Chrome one. Then, if I click on the real working shortcut, the fake shortcut changes.
