Horizontal scrollbar does not disappear for <pre>

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36 Steps to reproduce the problem: 1. Create a <pre> with long text (or goto https://codepen.io/tony19/pen/OrNmxB?editors=1100) 2. Move mouse over <pre> text. 3. Observe the horizontal scrollbar appears immediately (without actually scrolling) 4. Move the mouse away from the <pre> What is the expected behavior? The scrollbar appears only when attempting to scroll the <pre>, and it disappears after the mouse moves away from the <pre>. What went wrong? The horizontal scrollbar appears on the <pre> before the user attempts to scroll, and does not disappear when the mouse moves away from the <pre>. The scrollbar is as tall as the <pre> itself, preventing the user from reading the text within. Scrolling and then moving the mouse away also does nothing to remove the scrollbar. Did this work before? No Chrome version: 71.0.3578.98 Channel: stable OS Version: OS X 10.14.2 Flash Version:
