Download infobar : Infobar doesn't update from 1 item pending although download has resumed

Steps to repro :

1- Start download
2- Do a bunch of wifi disconnect and reconnect so that it says pending
3- In pending state, hit pause and then hit resume
4- Notice that even though the download is in progress, infobar doesn't update

Download InfoBar : Handling paused and cancelled state correctly

Fixed a few bugs :
1 - If an item is cancelled, the infobar should close
2 - If an item moves to paused from pending state, the infobar should close
