tast-tests: Add kernel.Limits test.

Add a new kernel.Limits test based on the existing
platform_OSLimits Autotest test.

tast-tests: Add kernel.Limits to the CQ.

Remove the "informational" attribute from the kernel.Limits
so it will run on the Chrome OS Commit Queue.

BUG= chromium:915412 
TEST=test passes consistently on informational builders
