I'm suspecting this is not flaky but just failing continuously. https://test-results.appspot.com/dashboards/flakiness_dashboard.html#testType=network_service_browser_tests&tests=ExtensionManagementApiTest.Launch The first build where network_service_browser_tests failed was [1] and probably [2] affected those tests.
