IFrame Broken in JavaScript 3D Content

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Example URL:
please email for private link(internal testing only)

Steps to reproduce the problem:
1. iframe embedded content isn't interactive after initialized in a JavaScript 3D environment.
2. We're initializing <iframe> element in 3D JS content
3. We have a private link we can share that will demonstrate this problem.

What is the expected behavior?
<iframe> element should be fully functional in JavaScript 3D content as it was in version 70.x and below

What went wrong?
We think <iframe> loading mechanism and/or handlers have changed.

Does it occur on multiple sites: No

Is it a problem with a plugin? No 

Did this work before? Yes 70.x

Does this work in other browsers? Yes

What do you mean by "JavaScript 3D content"?  WebGL, or CSS 3D transform?
