should CrOS clients stop uploading crash reports automatically after some period of time?

Issue description

(feel free to throw people into the discussion)

currently, the system crash reporter will continue uploading crash reports regardless of the OS version.  considering we pretty much only care about reports from the latest ~4 releases (ToT=N, and N-3 is stableish), should we change crash-reporter to stop automatically reporting crashes after some period of time ?

if i look at crash/, we're still getting ~6k crashes daily from R51(Mar 2016) through R55(Sep 2016) [1] and ~15k crashes daily from R56(Nov 2016) through R62(Aug 2017) [2].

i get that some organizations pin older versions internally, but we're at R72 now, and we never talked about supporting N-10 versions.  further, crash/ automatically expires symbols after ~6 months (it's a little more nuanced than that, but the min is 6 months [3]), so these reports aren't getting symbolized which makes them even less useful to us.

so should we change crash-reporter to automatically discard crash reports that are older than some threshold ?  i'd be happy to start with 1 year and see how it goes.
