Black and transparent strips

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11151.59.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.94 Safari/537.36

Steps to reproduce the problem:
Black bar:

1. Open a new tab using the "+" button.
2. Right-click the bookmarks bar und unselect "Show bookmarks bar"
3. Maximize the window
Now there's a black bar underneath the boomarks bar. 

Transparent bar:

1. Open the settings window.
Notice that there's a transparent strip between the title bar and the contents of the window. This phenomenon also occurs for websites that have been opened from a shortcut in their own special window (like Spotify in the attached screenshot).

This issue was already present in Chrome 70.
