Search function will not find "Keep Notes" Android app if I search for "Keep"

Steps to reproduce the problem:
1. Hit Search key on keyboard
2. Type "Keep"
3. 

What is the expected behavior?
I expect it to find every app with the word "Keep" in it, which would include the Chrome app "Google Keep" and the Android app "Keep Notes". 

What went wrong?
It only finds "Google Keep" but it does not find "Keep Notes"

Did this work before? N/A

I have the opposite issue. It will not find the web Keep notes & lists on the Pixel Slate even though both are installed.

New development.

Now when I search for "keep" it finds the Android version, but does not find the Chrome version.

It's intended behavior to not display apps with the word "keep" in them when you search for "keep"?

Is it also intended that some people see Google Keep but not Keep Notes, and other people see Keep Notes but not Google Keep? How do you determine which one to show for whom?
