P2P AU Tests: Failing to do an update right after reboot

Issue description

There are bunch of dumb failures where the test failed to update

Looks like the update request is lost (there is nothing in update_engine) because it is being sent before it is ready

P2P: Wait a bit of update_engine to be ready.

The update request is sometimes not appearing in update_engine.log as it
is sent right after reboot. Adding a quick check for the status before
the update request.
