popup scroll bar interferes with clicking content

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36 Steps to reproduce the problem: 1. goto http://locutus.sorcerer.co.uk/chrome/popup-scroll-bar-bug.html 2. try and click on the pink vertical bar 3. try and click on the very right visible edge of the green div What is the expected behavior? The click should be sent to the divs in both cases. What went wrong? The click goes to the popup scroll bar. In step 3, it causes the page to scroll. Did this work before? Yes 70 Chrome version: 73.0.3640.0 Channel: n/a OS Version: OS X 10.14.0 Flash Version: It works in 70, not sure about 71 and 72. The behaviour is also inconsistent because after scrolling the popup never appears. The scroll bar should not be blocking access to content in this way.
