OS: Windows (7, 8, 8.1, 10), Mac (10.13.1, 10.13.6, 10.14.2) and Linux (14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, open DevTools and press 'Esc' to open Console window.
(2) Click on 3-dot icon and select 'Sensors' option.
(3) Zoom-in the console window such that 'Manage' button comes below 'Geolocation' dropdown.
(4) Now traverse the focus over dropdown and 'Manage' button and Observe.

Actual Result: Blue focus ring of 'Geolocation' dropdown gets chopped on zoom-in in 'Sensors' section.

Expected Result: Blue focus ring of 'Geolocation' dropdown should not get chopped on zoom-in in 'Sensors' section.

This is a regression issue broken in ‘M-73’, below is the Manual Regression range:
Good build: 73.0.3637.0 (Revision: 615357)
Bad build:  73.0.3638.0 (Revision: 615716)

You are probably looking for a change made after 615409(known good), but no later than 615410(first known bad).
