'Continue' button doesn't work in chrome://welcome/email-interstitial page

Chrome Version: Chrome Dev #72.0.3626.14
OS: Windows 7, Windows 8.1, Windows 10

What steps will reproduce the problem?
(1) Launch Chrome with the flag --enable-features=NuxOnboardingForceEnabled, enabled.
(2) Navigate to chrome://welcome/email-interstitial
(3) Click on 'Continue' button.

What is the expected result?
User should be redirected to Google account login page.

What happens instead?
User is not able to redirect to next page.

This feels WAI, if you navigate directly to the chrome://welcome/email-interstitial url, we don't know what email provider was chosen because the email picking step was skipped, so we can't take the user to an unknown email provider.

Feel free to re-open if you disagree and we can revisit.
