OS: Windows(7,8,8.1,1), Mac (10.12.6, 10.13.1, 10.13.6, 10.14) and Linux(14.04 LTS) OS

Steps to reproduce:
1. Launch chrome and navigate to chrome://flags.
2. Click on 'Reset all to default ' and 'Relaunch' the browser.
3. Open NTP and click on 'Gear' icon and press tab key 3-4 times.
4. Observe.

Actual Result  : Focus ring navigates on disabled 'Restore default background' option on NTP.
Expected Result: Focus ring should not navigate on disabled 'Restore default background' option on NTP.

This is a regression issue, broken in 'M-70', and below is the bisect info:
Good Build: 70.0.3537.0 (Revision: 587303)
Bad Build : 70.0.3538.0 (Revision: 587811)

Unable to provide bisect using hasbisect-per-revision as getting error :Error message on Windows  OS : Unable to find locale data files ,
hence providing narrow bisect
