What steps will reproduce the problem?
(1)Sign into user with an account that asks for Sync passphrase
(2)go to chrome://settings/syncSetup >> give passphrase
(3)Scroll down the page and observe the text at 'Encryption options'(Please refer video)

Actual: No proper spacing is seen between the text at 'Encryption options' 
Expected: Proper spacing should be seen between the text at 'Encryption options' 

This is a Regression issue as same works fine in 69.0.3497.128/10895.94.0

Note: Issue is seen in M-70,M-71,M-72
