What steps will reproduce the problem?
Pre-step:
1.Open multiple 3rd party applications (Paint 3D, Edge browser, games like candy crush etc)
2.Toggle the Experimental Web Platform feature (See chrome://flags/#enable-experimental-web-platform-features).

Step 1: Go to https://webrtc.github.io/samples/src/content/getusermedia/getdisplaymedia/
Step 2: Click on "Start Screen capture" button
Step 3: Click Application tab

What is the expected result?
List out all the applications opened in the pre-step. 

What happens instead?
Some tabs are not shown. For example Paint #D, Edge browser, games etc.
