Regression: Blank dropdown with some text blink is seen for 'select a voice' in select-to-speak settings page

Issue description

Chrome Version:73.0.3639.0/11398.0.0 dev channel Daisy,Kip,Reks
OS:chrome OS

What steps will reproduce the problem?
(1)Sign into user >> Goto chrome://settings/manageAccessibility 
(2)Enable select-to-speak and open select-to-speak settings page and observe 'select a voice' dropdown(Please refer video)

Actual: Blank dropdown with some text blink is seen for 'select a voice' in select-to-speak settings page
Expected:Some value should be seen for 'select a voice' in select-to-speak settings page

This is a Regression issue as same works fine in 72.0.3625.0/11315.0.0 dev 

Note: Issue is seen in 72.0.3626.15/11316.18.0 dev

I tried these steps on an Eve chromebook running latest canary (M73). I could not reproduce. Can you provide some more details:

* Has this user enabled Select-to-speak before?
* If so, what voice was previously selected?
* If not, does it happen only the first time?

Katie@ is this working as designed?  Please let me know if we should keep this open or close it.  If you would like to keep it open, should we move this to a P2?
This is not working as designed. I wasn't able to reproduce it when I did a quick try. I think it's P1 if it doesn't speak at all because no voice is selected, P2 if the voices list has nothing in it but it speaks OK, and P3 if it still speaks OK and the voices drpp-down list has voices in it once it's clicked on. We'd need more info from rkalavakuntla or to reproduce it ourselves.

Unable to reproduce the issue on 73.0.3666.0/11554.0.0 dev.It is working fine.
