What steps will reproduce the problem?
1.Launch chrome and Navigate to chrome://settings/languages.
2.Right Click on 'Search languages' textbox, click on 'Emoji' option.
3.Now while 'Emoji' window is open try right clicking again on the 'Search languages' textbox and observe.

Actual Result  :1. Context menu gets opened even while Emoji window is still open.
                2. Also sometimes unnecessary spinner is seen after second right click, based on the relative position of the context menu                                   and Emoji window.

Expected Result:New Context menu should get opened only after closing the previously opened context menu.

This is a regression issue, broken in 'M-70'and using the chromium bisect to provide the bisect results,
Good Build:70.0.3510.0(Revision:579965)
Bad Build :70.0.3511.0(Revision:580406)

You are probably looking for a change made after 594207 (known good), but no later than 579996 (first known bad).
