Issue descriptionChrome Version: 73.0.3639.1 (Official Build) 5c6469ade1252bc3636320e8865710cb1bafa4ce-refs/branch-heads/3639@{#6} (32/64 Bit). OS : Mac(10.13.6, 10.13.1, 10.14.2), Windows(7,8,10). Steps to reproduce: 1. Launch chrome and navigate to gmail.com. 2. Click on secure key icon and select 'Site settings'. 3. Content settings page of https://accounts.google.com will open ,Navigate back by clicking on back arrow. 4. Content settings page will open ,click on 'Cookies','See all cookies and site data'. 5. Under 'All cookies and site data' click on any of the entry present in the list and observe. Actual Result : Cookies Entries are not opening with single click. Expected Result : Cookies Entries should open with single click. This is a regression issue broken in M-73 and will soon update bisect information: Good Build :73.0.3635.0 Bad Build : 73.0.3636.0 Kindly refer the attached screen-cast.

The problem is caused because a 'popstate' event is fired seemingly unexpectedly. The handler at [1] causes the navigation to be reverted. Need more investigation to figure out why 'popstate' fires. [1] https://cs.chromium.org/chromium/src/chrome/browser/resources/settings/route.js?l=660

This happens on stable version of Chrome as well, so the bisect does not seem correct to me. Also since this is a long standing issue, I don't think it is a RBS either.
