options in a wide datalist do not stretch the full width of the associated input box

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. visit any site with a datalist, say https://developer.mozilla.org/en-US/docs/Web/HTML/Element/datalist#Examples, on a wide enough device like a laptop
2. use dev tools to set the width of the associated input to something much wider, like 100%
3. observe that the options are much narrower than the input box

What is the expected behavior?
options stretch to however wide the datalist input is, like in other browsers.  IIRC this worked before, circa summer/fall 2018.

What went wrong?
at some unidentifiable width, the datalist options no longer expand to match the width of the associated input box, and instead stay at a seemingly arbitrary narrower width

Did this work before? Yes latest non-canary chrome summer/fall 2018

Does this work in other browsers? Yes

Chrome version: 71.0.3578.98  Channel: stable
OS Version: 10.0
Flash Version: 

I have searched online for anything on this and found nothing.  I haven't worked on my site in a few months (last commit Sept. 4, 2018) but I don't think this was an issue back then.  I checked FF/Edge/Opera and do not have this issue; they all stretch the options to the width of the input box.  

NOTE: while filing this issue my version of Opera updated from 56.0.3051.116, based on Chrome 68, to 57.0.3098.102, based on Chrome 70 (per the What's New tab of the drawer in dev tools) and neither version has this issue; the options stretch as expected.

Tried to reproduce the issue on reported chrome version 71.0.3578.98 using Windows 10. Attaching screen-cast for reference.
Steps: 
------
1. Launched reported chrome 
2. Navigated to given url "https://developer.mozilla.org/en-US/docs/Web/HTML/Element/datalist#Examples"
3. Opened Dev tools and tried to change the width to 100%
As we have not seen option to change the width value
 
@Reporter: Could you please check the attached screen-cast and let us know if we missed anything from our end and request you to provide a screen-cast for better triaging it.

Hello, you have to add the width property yourself to the input element in dev tools.  Then you can make the input box wider and see the issue.

Able to reproduce the issue on chrome version 71.0.3578.98 and latest chrome 73.0.3642.0 using Windows 10, Mac 10.14.0 and Ubuntu 17.10. 
Below is the bisect information for same.

I don't think this should be blocking anything. The UI is not broken, merely different. ftirelo@ will triage in time.
