Did you uncheck the "Use also as Billing address" option and Fill the fields under the "Billing Address"? It only repros under Billing Address fields.

Thanks, I had missed that. It seems like the address is set to a different section than the name for the billing address part. Assigning to Parastoo, the expert on sections.
