Overlay video play button not displaying

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3626.14 Safari/537.36

Steps to reproduce the problem:
1. Open chrome 
2. Open any html5 video like https://www.w3schools.com/html/html5_video.asp

What is the expected behavior?
A play icon appears centered over the video

What went wrong?
No button apperas. It looks like loading as if the button had been pressed already and then vanishes.

Did this work before? Yes Chrome 70.0.3538

Chrome version: 72.0.3626.14  Channel: stable
OS Version: Solus
Flash Version: 

Happens on Linux and Windows 7 as far as I could check. Chrome version >= 71. Works fine on Chrome 70. Attached sreenshots of expected behavior and actual behavior

The new behavior is intended, see  https://crbug.com/890078 .

Oh ok I just found it confusing. Thought it was a bug
