[WebVR] On site https://poly.google.com/u/0/view/d3fIi0u9hbX, pressing the VR icon does nothing until you press once elsewhere on the page.

Looks like this was introduced in M72 sometime. It doesn't repro on M71 latest Chrome beta 71.0.3578.83.

What steps will reproduce the problem?
(1) Install Chrome dev or Chrome canary from the play store.
(2) Open Chrome and enable the webvr and gamepagd extensions flags from chrome://flags
(3) Open (install if not already installed) Daydream app go to Menu > Settings >VR Settings > Headset, then select Google Cardboard.
(4) Open Chrome and go to https://poly.google.com/u/0/view/d3fIi0u9hbX (5) press the VR icon on the site

What is the expected result? WebVR presentation should start.

What happens instead? Nothing. The icon shows a touch / click animation, but the page does nothing else. However, if you first click elsewhere on the page, then click the VR icon, it works.
