[Tab loading animation] The loading bar animation is not always fluid - it is jumping sometimes

Issue description

Chrome Version: Canary Version 73.0.3639.0 
OS: macOS, but probably OS=All

What steps will reproduce the problem?
(1) Enable #new-tab-loading-animation.
(2) Visit some pages.
(3) Take a look at the loading bar animation.

What is the expected result?
A fluid loading bar animation from left to right / right to left.

What happens instead?
Sometimes the loading bar has a break during its animation and it is jumping.

I'm experiencing this on MacOS too. Seems like once completion happens the bar jumps back to the left, rather than continue animating back to the left. Also seeing it on Windows.

Feels like a regression as it didn't do this previously.

Status: Fixed (was: Untriaged)
This should be fixed in r616550. We didn't repaint while the animation transitioned from bouncing to filling. Please check the next Canary (where the animation is different, but should be fluid). :)
