Web Share Target: |url| is empty and |text| contains url

This API is broken in Chrome 72 on Android. The value of theurl parameter is always blank and the value of the text parameter contains the URL. The title parameter seems to work just fine though!

Peter, I think you were saying that this one is a known issue? If you have Matt's existing bug handy, could you mark this as a duplicate?

I don't think there was an existing crbug.

Android has no concept of sharing a URL, so Web Share always appends it to the text.

Web Share Target could check if the received text ends with a URL, and if so move it to the URL.
